Buying your first home in Dubai now comes with dedicated support designed to make the move into ownership more accessible. The Dubai First-Time Home Buyer Programme, launched by the Dubai Land Department (DLD) and Dubai Department of Economy and Tourism (DET), gives eligible UAE residents access to benefits including priority access to selected property launches, preferential pricing on applicable off-plan units, flexible payment options and tailored mortgage offers.
The programme is open to UAE residents of any nationality aged 18 or above who do not currently own a freehold residential property in Dubai and are looking for a property valued below AED 5 million.
As an official participating developer, we offer eligible first-time buyers the opportunity to explore selected DAMAC homes while accessing the applicable benefits available through the programme.
How the Dubai First-Time Home Buyer Programme Works
Launched in July 2025, the Dubai First-Time Home Buyer Programme brings together government entities, participating developers and banks to support eligible residents purchasing their first freehold residential property in Dubai.
By 8 June 2026, the Dubai Department of Economy and Tourism reported that the programme had helped more than 3,200 UAE residents become homeowners, generating over AED 5 billion in residential property transactions.
The programme provides support across different stages of the home-buying journey, from earlier access to selected launches to flexible payment options and preferential mortgage benefits.
First-Time Buyer Eligibility in Dubai
The programme's definition of a first-time buyer focuses specifically on freehold residential property ownership in Dubai.
To qualify, an applicant must meet the following requirements:
Requirement | Eligibility |
UAE residency | Must be a UAE resident |
Nationality | Open to all nationalities |
Age | 18 years or older |
Existing Dubai property | Must not currently own a freehold residential property in Dubai |
Property value | The property being considered must be valued below AED 5 million |
The programme is open to eligible UAE residents of all nationalities, including Emiratis and expatriates.
Dubai Land Department also confirms that owning property in another emirate does not automatically make an applicant ineligible, provided they do not currently own a freehold residential property in Dubai. The same applies to ownership in a non-freehold location, subject to the programme's other eligibility requirements.
Benefits Across the Home-Buying Journey

The Dubai First-Time Home Buyer Programme provides support across different stages of the home-buying journey, from gaining earlier access to applicable property launches to exploring more flexible payment and financing options.
Eligible buyers may receive priority access to new launches from participating developers, giving them an earlier opportunity to explore available homes, layouts and views. Applicable off-plan properties may also come with preferential pricing or flexible payment arrangements, helping buyers consider how the purchase fits within their wider first-home budget.
Support can continue beyond the choice of property. Eligible participants may have access to more flexible ways to pay DLD registration fees using applicable credit cards, including interest-free instalment options, while participating banks may offer preferential mortgage rates and fees. Faster mortgage approval may also be available for applicable ready properties.
The benefits available will depend on the property, developer and financing route chosen, so buyers should confirm the terms that apply to their home before proceeding.
DAMAC and the First-Time Home Buyer Programme
As an official participating developer in the Dubai First-Time Home Buyer Programme, DAMAC Properties gives eligible buyers the opportunity to explore homes across a range of residential settings in Dubai, together with the programme benefits applicable to qualifying properties.
For a first home, that choice can take many forms — from contemporary apartments within established master communities to newer off-plan projects, townhouses with more room for family life and premium residences in distinctive city locations.
The programme adds another layer of support to that choice, while the home itself remains at the centre of the decision. Buyers can explore current DAMAC properties that suit their budget and lifestyle, then confirm the programme benefits available for the specific residence they are considering.
DAMAC Homes for First-Time Buyers in Dubai
First-time buyers can explore more than one type of home across the DAMAC portfolio, from contemporary apartments to townhouses and larger villas. The right starting point depends on the space you need, the lifestyle you prefer and the budget you want to work within.
Current DAMAC options include:
Property Type | Indicative Starting Price* |
1-bedroom apartments | From AED 1.2 million |
Luxury apartments | From AED 2.5 million |
Townhouses | From AED 2.99 million |
Luxury villas | From AED 3.5 million |
From a 1-bedroom apartment within a master community to a townhouse or selected villa below the programme's AED 5 million property-value limit, the portfolio offers very different ways to experience life in Dubai.
Prices are indicative starting prices and are subject to change based on the selected project, unit and current DAMAC availability. Inclusion in the First-Time Home Buyer Programme and applicable benefits should be confirmed for the individual property.
Contemporary Apartments in DAMAC Hills 2
For buyers looking for apartment living within a larger community, DAMAC Hills 2 offers a range of contemporary residences surrounded by outdoor recreation, landscaped spaces and leisure amenities.
Projects such as ELO, ELO 2 and ELO 3 offer 1 and 2-bedroom apartments within the community, giving first-time buyers the option to combine a modern apartment with access to the wider DAMAC Hills 2 lifestyle.
Golf-Side Living in DAMAC Hills
DAMAC Hills offers first-time buyers the opportunity to live within one of DAMAC’s established master communities, centred around the Trump International Golf Club Dubai and a well-connected residential setting.
Projects such as Golf Greens bring golf-side apartment living into focus, while DAMAC District introduces a more connected live-work-play experience within the same community.
For buyers looking beyond the apartment itself, DAMAC Hills offers the advantage of an established neighbourhood where everyday essentials and leisure are already part of the wider setting.
More Space with DAMAC Townhouses
Buyers with a larger budget may prefer the additional space and privacy of a townhouse.
Selected DAMAC communities offer townhouses from approximately AED 2.99 million, providing an option for couples and families who want more living space while still remaining within the First-Time Home Buyer Programme's property-value threshold, subject to the eligibility of the individual property.
Within a DAMAC master community, a townhouse can also place residents within a wider setting of outdoor, leisure and community amenities.
DAMAC Villas from AED 3.5 Million
For buyers ready to make their first home a larger one, selected DAMAC villas start from approximately AED 3.5 million, opening the possibility of villa living within the programme's AED 5 million property-value limit.
As with apartments and townhouses, buyers should confirm that the individual villa is currently eligible for programme benefits before reserving.
Building a Realistic First-Home Budget
The advertised property price is only one part of the amount required to purchase and own a home.
Beyond the property price, the overall cost of purchasing and owning a home may include:
The reservation or initial payment.
Applicable DLD registration fees.
Registration and administrative costs.
Mortgage valuation and registration costs where financing is used.
Bank processing charges where applicable.
Service charges after ownership.
Insurance or other ownership costs where applicable.
There is no additional fee simply to apply for or participate in the First-Time Home Buyer Programme. Standard DLD, developer and banking charges continue to apply unless a particular programme benefit or property offer states otherwise.
It is therefore useful to set a budget based on the total purchase and ownership cost rather than the property's advertised price alone.
Ready or Off-Plan for a First-Time Buyer?
The First-Time Home Buyer Programme can support buyers considering both off-plan and ready properties, although the available benefits differ.
For eligible off-plan properties, participating developers may offer benefits such as priority launch access, preferential pricing and flexible payment plans. Buyers should consider the complete payment schedule and expected completion date alongside the programme benefit.
Buyers considering a ready property may be able to access applicable mortgage benefits through participating banks, including preferential rates and faster approval processes where available.
Each offers a different ownership journey, influenced by purchase timeline, payment structure and when the home is intended to be occupied.
Mortgage Options Under the Programme
First-time buyers do not need a mortgage to participate.
Those planning to finance their purchase can approach participating banks after programme eligibility has been confirmed.
Dubai Land Department currently lists:
Commercial Bank of Dubai
Dubai Islamic Bank
Emirates NBD
Emirates Islamic
Mashreq Bank
Mortgage products and programme benefits vary between lenders, and approval remains subject to the bank's individual affordability, credit and financing criteria.
The overall financing commitment may include the deposit, monthly repayments and applicable borrowing costs alongside the property price.
How to Buy Your First Home with DAMAC Through the Programme
The First-Time Home Buyer Programme starts with eligibility confirmation from the Dubai Land Department, then gives qualifying buyers a direct route to explore participating developers such as DAMAC and the benefits available on eligible properties.
1. Register with Dubai Land Department
Start by applying through the Dubai Land Department website or the Dubai REST app and submitting the information required for the programme.
DLD will assess your eligibility based on the programme criteria, including UAE residency, age and whether you currently own a freehold residential property in Dubai.
2. Receive Your First-Time Buyer QR Code
Once your eligibility is confirmed, DLD will send you a confirmation email containing your First-Time Home Buyer QR code.
The QR code remains valid while you retain your first-time buyer status and until a property is purchased and registered with DLD.
3. Explore Available DAMAC Homes
With your eligibility confirmed, you can explore the DAMAC properties currently available through the programme.
Our team can help you explore available homes across different communities, property types and price points, while guiding you through the programme benefits applicable to selected residences.
As availability and benefits can vary by property, it is important to confirm the terms attached to the specific home you are considering.
4. Choose the Home That Fits Your Plans
Choose a DAMAC home that suits your budget, preferred location, space requirements and intended move-in timeline.
5. Arrange Financing If You Need It
If you intend to finance your purchase, you can review mortgage options from participating banks and assess the rates, fees and approval terms available to eligible first-time buyers. Mortgage approval remains subject to the individual lender's requirements.
6. Review the Details and Reserve Your DAMAC Property
Before reserving your chosen home, review the final property price, payment plan, applicable First-Time Home Buyer Programme benefits, completion status and purchase costs.
Once you are comfortable with the property and its terms, the DAMAC team can guide you through the next steps in the purchase process.
DLD allows eligible buyers to compare options from different participating developers and banks before making a decision. Programme benefits can ultimately be used with one participating developer and one participating bank.
Choosing a First Home That Fits the Way You Live
The First-Time Home Buyer Programme can make the path to ownership more accessible, but the right home should still work for the life you want to build in Dubai.
Start with the Location
Think about the places that shape your everyday routine: work, schools, retail, healthcare, leisure and the roads you use most often.
DAMAC offers homes across different residential settings, from established master communities to waterfront and city addresses, giving buyers the flexibility to choose a location that reflects how they want to live rather than focusing on price alone.
Choose the Space That Feels Right
Your first home should give you enough room for the way you live today, while leaving space for your plans to evolve.
A 1-bedroom apartment may suit an individual or couple looking for a more streamlined home, while larger apartments, townhouses and villas can provide greater flexibility for families, guests, working from home or simply enjoying more space.
Look Beyond the Residence
For many buyers, the surroundings are just as important as the home itself.
Within DAMAC master communities such as DAMAC Hills and DAMAC Hills 2, apartment, townhouse and villa living is complemented by landscaped spaces, recreation, retail and everyday amenities across the wider neighbourhood.
Other buyers may prefer the energy of a city address or the outlook of a waterfront residence. The right choice is the one that suits your priorities and daily routine.
Consider When You Want to Move
If moving into your new home soon is important, a ready property may be the more practical route.
For buyers with a longer timeline, an off-plan home can provide access to newly launched developments and staged payment plans. Review the expected completion date alongside your current rental arrangements and future plans before deciding.
First-Time Buyer Programme Rules to Keep in Mind
A few programme rules are particularly important before you make your final decision:
Joint ownership: Both purchasers must independently meet the programme eligibility requirements for a joint purchase to qualify.
Property ownership elsewhere in the UAE: Owning property in another emirate does not automatically make you ineligible, provided you do not currently own a freehold residential property in Dubai and meet the programme's other requirements.
Registration validity: If you register but do not find the right property immediately, your registration remains valid and you can continue receiving priority notifications for new launches throughout the programme period.
One-time participation: Once you purchase a property through the programme, you no longer hold First-Time Home Buyer status. Selling the property later does not restore eligibility.
